Following is a briefsummary of new food safety requirements for BRC certified sites to be releasedJanuary 7, 2015.
BRC《食品安全全球标准已经在2015年1月7日发布,以下是对于现有获得BRC认证企业的关于新版《食品安全全球标准》主要变化简要介绍。
Whois affected? 谁将受影响?
• All new and certified sites with planned (re)certification afterJuly 1, 2015
所有在2015年7月1日以后新申请认证审核和计划接受再认证的企业。
• All suppliers, agents, and brokerssupplying to BRC certified sites
所有给获得BRC认证企业供应产品的供应商,中间商和贸易商。
Whatare the most significant changes? 最显著的变化是什么呢?
Two new Fundamental Sections 两个基础部分
1. Labeling and Pack Control 标签和包装控制
BRC has formalized packaging requirementsfrom Issue 6 and added some additional requirements in a new fundamentalsection to improve label and packaging control with the goal of reducing thenumber of recalls attributed to mislabeling.
以减少因为错误标签而导致的产品召回的目标,BRC从第六版开始在一个新基础章节增加了一些附加要求从而改进标准和包装控制。
Mostnotably are new requirements for formal allocation of packaging materials tothe line and label verification.
最为显著的要求是对于生产线的包装材料的指定和标签的验证。
2. Management of Suppliers of Raw Materialsand Packaging 原料供应商和包装供应商的管理
BRC has restructured supplier approvalrequirements from Issue 6 and identified it as a fundamental section. Updatesto supplier approval include increased requirements for supplier riskassessments and two new traceability clauses.
BRC重新解构了供应商批准的要求。从第六版开始,将此定义为基础性章节。升级后,在供应商批准的要求中增加了供应商风险评估和两个新可追溯性条款。
Withthe goal of increasing transparency across the supply chain and addressingtraceability issues from recent food recalls in the BRC Global Standard FoodSafety Issue 7. BRC will require sites to verify an effective traceabilitysystem for all suppliers AND verify traceability to the last manufacturer,packer, or grower when raw materials and packaging are purchased from an agentor broker.
从最近的食品召回事件可以看到,BRC全球标准食品安全第七版强调了增加供应链透明度和可追溯性的目标。BRC将会要求企业验证所有供应商的可追溯系统有效性。并且当从中间商或者贸易商采购原料和包装材料的时候,需要验证可追溯性一直到最终的生产商,包装商或者是种植者。
Whyis this significant? 这些意味着什么?
Fundamental sections are designated by BRCas critical to the implementation and maintenance of an effective food safetymanagement system. As such, major non-conformities assigned to the statement ofintent of a fundamental section during an audit results in non-certification(initial audit) or withdrawal of certification (re-certification audit).
基础性章节是BRC认定的食品安全管理体系中必须严格执行并有效维护的部分。如果在审核过程中就基础性章节发现了严重不符合项,会直接导致不颁发证书(初审)或者证书的撤销(复审)。
Whatelse is new? 其他还有什么新的要求?
1.Product Authenticity, Claims and Chain of Custody 产品真实性申明和产销链监管
In response to food fraud issues in recentyears, BRC is responding by adding a new section to Issue 7 with requirementsto minimize the risk of BRC certified sites purchasing fraudulent oradulterated raw materials.
对于近年来发生的食品欺诈事件的反应,BRC也在第七版中增加了新的章节加以应对,确保最小化BRC认证企业采购到掺假原料的风险。
Thenew section shall require sites to have: 新章节要求受审企业必须具备
• Procedures in place for accessinginformation and developing threats to the supply chain for adulteration orsubstitution of raw material (www.foodfraud.org)
识别和发现原料掺假或者以次充好对于供应链的威胁,并建立程序以便查询和发展相关信息。
• Documented vulnerability assessments forall raw materials which considers historical evidence, nature of the rawmaterial, and economic factors 从历史证据,原材料特性和经济因素对所有的原材料进行脆弱性评估并形成相关文件。
• Risk mitigation where a risk isidentified 风险识别后的风险缓解措施
2.High Care for Ambient Products 高度关注常温保存的产品
Also in response to food recalls, BRC hasrevised the High Care and High Risk guideline to require a documented riskassessment for ambient products, which support the survival of pathogenicmicroorganisms, to determine product risk from cross-contamination andeffective measures to prevent contamination of final product.
关于食品召回,BRC更新了高关注区和高风险区的指导原则以满足常温产品的风险评估的要求。该评估指导了致病菌的存活时间,确定了产品交叉污染的风险和有效防止措施,以避免最终产品的交叉污染。
3. Voluntary Modules 自愿性模块
While not a requirement, BRC is adapting the Food Safety Standard to allow for voluntary modules to reduce multipleaudits and meet customer specific requirements. Non-conformities for voluntarymodules will not be counted against the site’s certification or grade.
虽然没有要求,但是BRC还是采纳了其他食品安全标准,以确保自愿性模块的引用。以期达到减少重复的审核和满足客户的特定要求。自愿性模块的不符合项不会计入审核,也不会影响得分。
Voluntary modules may include: 自愿性模块可能包括:
• Chain of custody 产销链监管
• Traded goods 贸易商品
• Food Defense 食品防护
• Food for animal feed 动物饲料
如何顺利完成标准升级转换,企业应根据第七版BRC 《食品安全全球标准》完成文件修改,并在新版体系运行后,完成一次内部审核和管理评审;必要时,可邀请第三方机构对公司的体系进行一次预评估:

The audit duration will be 1-2days (including reporting), depending on the company size and processcomplexity
根据客户现场的大小和生产复杂程度的不同,评估现场1~2人天(包括报告);

The auditor who carries out thegap analysis CANNOT carry out the subsequent certification audit
开展现场差距分析的审核员不能开展后续正式的审核工作。
